Which form of solicitation do you need?

An RFP or RFB is required when the cost for services or commodities will exceed $100,000 over 5 years or the life of the agreement.

Request for Bid (RFB): This type of solicitation is based on well-defined specifications and awarded purely based on the lowest price. No other factors or criteria play into the evaluation of the vendors. Often these solicitations are for equipment, materials purchases, or construction projects.

Request for Proposal (RFP): This type of solicitation is awarded based on Evaluation Criteria and is most effective when our departments have a general scope of work but want vendors to provide their best solutions to the requirements. Departments will need to establish an Evaluation Committee of a minimum of 3 or more members from the university who will also determine the criteria and weighting. The committee will score the vendor proposals based on the weighted criteria. This type of solicitation is for departments who want to have more flexibility selecting vendors other than pricing only. The projects in question are generally more complex like website building, large hotel conferences, custom scientific equipment builds, software, etc.
